DVLA to Introduce Real-Time Video Monitoring of Vehicle Testing Stations

The Driver and Vehicle Licensing Authority (DVLA) is developing a real-time monitoring system to strengthen oversight of private vehicle testing stations and improve the quality of roadworthiness inspections across Ghana.

Chief Executive Officer Julius Neequaye Kotey announced the initiative during the Government Accountability Series on Monday, October 12, 2026.

He expressed concern about the activities of some Private Vehicle Testing Stations (PVTS), which are responsible for examining vehicles before issuing roadworthiness stickers.

According to him, monitoring exercises by the Authority have revealed that some testing stations prioritise the number of vehicles inspected over the quality of the inspections.

Mr Kotey said DVLA had already taken punitive action against some stations over their operations.

As a long-term intervention, he explained that the Authority is developing a system that would require testing stations to transmit images and videos of every vehicle inspection in real time.

He said the system would also allow DVLA’s monitoring room to observe activities at testing stations across the country.

The Authority is further engaging relevant stakeholders on plans to retool private vehicle testing stations to meet the demands of modern vehicles.

The discussions will consider the equipment, diagnostic technology and inspection procedures required to assess newer vehicle systems effectively.

Mr Kotey said the objective is to strengthen the reliability of roadworthiness inspections and ensure vehicles approved for use on Ghana’s roads meet the required safety standards.
